Speech modifier is low because of the low charisma but the skill is raised quickly to offset this. Still, you should wait to talk to Lucas Sims about the bomb until you're at 75 skill ( level 4 ) This will give about a 68% chance of success if your weapon isn't drawn (( -10% on speech checks with your weapon out ))
