I believe this to be the most optimal character, at least for a ranged vats shooter. You could easily change it to melee or unarmed by switching the skill where you put your points.

Stats explanation: I didn't max out all the stats to make use of bonuses from armor, helms, and items. Endurance was the exception due to increases in hit points and resistances help more during the whole game. Luck is only at 8 due to the easy bonuses you find such as the Lucky 8 Ball, Lucky Shades, and 3 Dog's Headwrap. Intelligence is only a 4 because you can still max out most of the skills by lvl 30 with this much Intelligence.

Skills explanation: These skills have not been modified by books that you read. I also didn't raise any skill above 75. This is because the bobblehead will raise it 10 to 85. The comprehension skill give you +2 to any skill from the appropriate books you read, so you only need to find and read 8 books to max out your skills. There will be 3 skills that you can't max out. I figured unarmed and melee are going to be useless with a ranged character, so I left them alone. I didn't put too much into Big Guns either but at a skill of 47 you are somewhat good with them if you need to use them or experiment with them.

EDIT: Oh and I left Medicine at 60 because this is the lvl you need to get the cyborg perk.
