I rushed Moira's quest to get the "Toughness" ( Strength and Endurance ) Survival Guru perk of +6% DR +6% Poison and +6% Rad resist
I finished the Replicated Man quest while I was doing the history of Rivet City which gave the Wired Reflexes perk ( +10% to hit in VATS )
I finished the Grayditch quest for the Ant Might perk ( +1 Strength )
I finished the Oasis quest for the Barkskin perk ( +5% DR )
I went to Point Lookout for the Superior Defender Perk early as this DLC is brutal at later levels ( and it was a royal pain in the ass in any event at level 5! All the landmines from Minefield made it possible - but it's not easy or even recommended - I'm a glutton for min/max punishment )
Clearly I was focused on getting the defensive perks as fast as possible. I'm on the last park of The Pitt and have been using the Man Opener which has been fantastic for most things. It does, annoyingly, get reset when facing Melee mobs who block forcing you to attack again. Everything else just gets chewed up rushing into the spinning blades. That it ignores enemy DR makes it especially nasty.
So:
Toughness = +10% DR
Survival Guru = +6% DR
Pitt Fighter = +3% DR
Superior Defender = +10% DR when standing still +5% DR when moving
Cyborg = +10% DR
+39% DR when moving and +44% DR when standing still from perks.
With gear I should have +83% DR when moving and maxed ( +85% ) when standing still
I could have maxed DR when moving if I wanted to use the Winterized Power Armor helmet but it offers nothing else aside from the +10% DR. Losing +1 Perception isn't a deal breaker either truth be told to either is an option. I almost wish I would have taken Poplars Hood instead of Barkskin. It would take away 2% DR but give a very useful +1 Agility and +10 Sneak. It looks great with the Ranger Battle armor too. :)
