Made this to test how easy it is to get all skills to 100 after taking Almost Perfect and collecting all SPECIAL bobbleheads, and if it matters what skills' values are at certain points. Turns out, it doesn't. Just play and raise skills however you feel!

Even still, the absolute lowest a skill can be after getting the skill bobbleheads and taking Almost Perfect, is 50, and for Barter, 52.

Note: With Broken Steel, it's not necessary to have both Educated and Comprehension.
