The Medicine Bobblehead is added at level 1 and the Intelligence Bobblehead is also added at level 4, the same time as the other character. No quest perks will be added. All other Bobbleheads will be added at level 30.

Assumption is that the character will have the lucky 8 ball before level 17, making luck 6. Lucky Bobblehead will be there in it's place in the meantime.
