As near to perfect as I care to make a character. Strong in all phases of the game from the beginning until the end. Suitable for Lone Wolf, Stealth, FPS or VATS styles.

The lowest skill is a 91 without a single book being used. Obviously they will all be maxed by endgame with random books found along the way.

Levels 2 -16 was spent collecting the skill bobbleheads and the useful quest perks. At 16 I started the main quest line until I reached The Citadel with Dr Li. I then completed Moiras Book and any side quests I found along the way. When I had completely explored the Wastelands and the remaining DLC, completing all the side quests, I returned to the main quest line to finish the game. I've finished the entire game as early as 22 but much was left undone. My full completion game ran 130-ish hours.

A quick explanation of the quest perks at level 15. I helped defend the rat bastige from the axe wielding hippies, got the quest reward, then headed out to read the book in the cave for the ghoul perk. I took the boat ride back to the capitol wasteland as soon as I finished those.

I just did a 12 hour blast with this build focused on just getting the quest perks and bobbleheads as quickly as possible. I finished that goal at level 13. I didn't fight unless I had to, but went pretty much in a straight line from location to location. The only exception to this was getting Dogmeat, but that ultimately speeds up the process several fold.

If you really wanted to, you could let Dogmeat do all the killing and only help him if he is getting low on health. That might shave a level or two but not much more than that. It would also slow you down markedly. I would certainly recommend getting him in any event as it makes the early levels a cake walk and saves precious ammo. Dogmeat is super easy to find. After you turn in the Rad Regen quest to Moira take Minefield next. Dogmeat is roughly one square below (south of) Minefields location. I didn't do Moiras quest yet, I just use the quest to help find Dogmeat easier ;)

Another addendum to the Superior Defender perk. Make sure to get the stealth armor from the Outcast Outpost. With that on (and sneaking obviously)and the Terrible Shotgun, take sneak shots at close range to their backs. I would kill one person while they were alone, then disengage and wait for the help to come. If you are attacked en mass it will likely not end well as they have ridiculous hit points and hit MUCH harder than your shot gun with just a combat knife or an axe. Patience young grasshopper, and they are easily defeated. Divide and conquer.
