This build was designed to play level 1 through 29 as a stealth based infiltrator that uses sneak attack criticals to deal damage and employs lockpicking and hacking to obtain equipment and ammo. This is further bolstered by talents that increase rewards from containers. High Int and the educated perk are taken to max key skills early while comprehension is saved for later in the game when hunting down all the skillbooks and bolstering every skill to 100 becomes feesable. After level 30 this build achieves complete perfection in every stat and skill via bobble heads and skill books allowing any type of playstyle imaginable.

Perks were selected with an eye towards what would be most useful for a post-30 character with comprehension so skill perks for specific skills were avoided, for the most part, unless they offered some other benifit beyond bolstering a skill. Swift Learner could be replaced with a skill perk or Intense Training for a plyer wishing to maximize a specific skill(s) 5 points sooner or marginally increase a stat instead of experiencing more of the game at max level. At max level the choice is made irrelevent with Almost Perfect, every bobble head, and comprehension since no matter what perk is taken all stats can be raised to 10 and all skills raised to 100 without much trouble.

This opens up a lot of opportunities for perks that are really up to personal preference some of which were left out because there simply aren't enough to go around. One or more of the following: Mister Sandman, Mysterious Stranger, Fast Metabolism, Adamantium Skeleton, Chemist, and Demollition Expert can be taken instead of included, non-core perks like Toughness, Life Giver, Lawbringer, Cyborg, and Master Trader without changing the fundamentals of the build but still allowing for minor differences in play.

This build can be used for both good and bad karma players but bad karma players will want to change lawbriger to contract killer at level 15. Blowing up megaton will result in loosing the strength bobblehead but there are a few ways around this that still achieve 10 strength in the end. Putting off the detonation until level 30 or taking intense training at level 3, adding a point into perception to meet the perk requirements for later perks, and putting off the quest reward Ant Might until level 30 (good karma players take Ant Sight and get a free perk at level 3 instead).

A dedicated player could max every skill between levels 24 and 26 depending on how many skill books they managed to aquire and at what point in the game. Early skill books were enetered as rough estimates of what would be available at around the levels entered. Theoretically a player should have little to no trouble aquiring every available skillbook after level 20 or so, perhaps earlier.

This has since been changed. The number of easily accesable skillbooks at early levels required a revision in this model. Ultimately two perks that add skill points in a build with extra skill points is silly and comprehension actually makes maxing key skills early easier than education. Plus it pays off more later in the quest for perfection.

The above sounds lazy.. I would rather work for my maxed skills than have a binge of book reading.. the same reason I go to Operation Anchorage until lvl 30, it causes higher level monster spawn throughout the game

I don't see how collecting books from fairly difficult locations at a low level is 'lazier' than passively earning more via eduction. If anything education is the lazier talent as you yourself point out that you'd rather not hunt down 'book after book.'
