The levels that I picked up the bobble heads will be approximate. I did them in the order that was given. I didn't start a single quest ( after getting rad regen ) until I had all but the last one ( it's involved in the main quest )

I went and picked up Dogmeat at the scrapyard before I went to Bethesda Ruins for the lockpick bobble head. It makes dealing with the bad guys a lot easier when your weapon skills are still somewhat low.

Level 3
Bobble head (Intelligence) ~ Rivet City
3 squares south and 5 squares east of Megaton physically. The safest way is to go 3 squares east to the river and swim south till the Jefferson Memorial then go overland 2 squares northeast to Rivet City. Don't worry about the radiation as it wont come close to killing you.

Bobble head (Lockpick) ~ Bethesda Ruins. They are found three squares north and two squares east of Megaton

You get there through Bailey's Crossroads Metro Station. It's a plain door in the side of a concrete foundation adjacent to the Red Racer Factory, on the far southern end of the map, to the west of the Potomac River.

I started playing through with this build last night to give a couple tweeks a try and to get it closer to a completionist type of build. I intend to swap out the second level of Demolition Expert for Child at Heart ( which I took at 7th level last night ). A few things I came across;

1) It's easy to accidentally level before you make it to Rivet City for the Int Bobblehead. It's not a deal breaker, but you will loose a few "free" skill points if you do.
2) It's a tight squeeze getting 50 in lock pick for the repair bobblehead by level 5. I had to find a few bad guys to get 5 before I could progress as intended.
3) I pumped small guns and lock pick a bit more than this build shows to facilitate getting "fee" exp. by way of opening locks and for a steady aim with the sniper rifle while in the scope. At level 9 I have 75 in lock pick ( a couple books were found along the way ) and 77 in small guns ( again, a few books were found along the way )
4) At lvl 8 I tried to go to Point Lookout.... At level 8 after getting my butt handed to me I left Point Lookout. I'll go back and do it like I usually do; with stealth armor, a stealth boy and a Deathclaw gauntlet. Them fools hit HARD and are double tough! Sneak attack criticals for the one shot win!
5) Getting Dogmeat is essential early on. If you are trying to not level, you can just let Dogmeat do the killing and you wont get exp. HE can take a crap ton of damage early on letting you snipe or attack with melee weapons to save ammo ( which I did a lot on the easy Raiders ).
