You can balance the skills out more than I have here, but you'll still need to find the skill books and bobbleheads to fully max them all out. Skill increasing perks are useless. Also the Lucky 8 ball can be found to increase your luck by 1, which you'll be able to get the perk that increases your critical chance, which I haven't here, sorry I forget the name, it requires a luck of 6, so no need to use Intense Training a second time.. By level 30 you'll have every single 'useful' perk. All that's left is to find the skill books to raise all skills to 100.

My bad, the perk I was referring to was 'Better Criticals', which grants you a 50% damage bonus every time you score a critical hit on a target. Either way, if you avoid all the perks that only increase you skill/S.P.E.C.I.A.L stats, the totally useless perks such as the perks that set your karma to a certain level, and perks like 'Infiltrator', 'Computer Whiz', 'Adamantium Skeleton', 'Lead Belly', 'Entomologist', (and any others to do with radiation) once you hit level 30, you're going to have a couple of perks you don't exactly need. The perks to avoid should be pretty obvious to most people.

And before you collect ANY of the S.P.E.C.I.A.L bobbleheads, you need to be level 30, with the 'Almost Perfect' perk. If that wasn't clear.
