I don't believe you can get these Bobbleheads before leaving the vault in any legal way:

Bobblehead (Perception)
Bobblehead (Small Guns)

so you can't really do the build that way. (Small Guns is in the National Guards depot - even with an exp decreaser mod you wouldn't make it)
