There are purely convenience picks made as this is meant to show just how much you can put into a build and still be over powered throughout.
I don't start pumping Small Guns early as Dogmeat and Charon do most of my heavy hitting. I give Charon brotherhood power armor and the Terrible Shotgun early on and he's a beast ** explained further below in the spoilers section **. Dogmeat can take a pounding as well, especially if you try to not get exp like I do in the early game so I can get some of the bobble heads easier.
With power armor your Strength is a 10
With the lucky 8 ball your Luck is a 10
With Yews Charm your Speech is 100 without any books read.
Only 51 books are needed to have 100 in every skill. This is WITHOUT comprehension. It's quite easy to find that many by mid game without actually purposely seeking them out.
All speech challenges via special dialog can be completed.
All weapon types are viable and at the best they can be except explosives. Demolition Expert is overkill with Nuka Grenades and unnecessary so it has been left out.
All crafted weapons are available at max design specs (x3).
I used Barter as a dump skill. I would spend the points elsewhere as barter is completely negated by all the drugs you can pick up and sell in this game. They weigh nothing and are more plentiful than ammo or caps combined. Still I added in Master Trader to further show what can be done with a properly made character with planning. The rich get richer!

Get Dogmeat early ( I get him at level 1 ) and Charon as soon as you have the 2000 caps to buy out his contract. If you follow the quest that leads you to 3Dog you will find power armor for Charon. If you don't fight on the way to GNR some of the Paladins will die giving more armor to repair 1 set to max or nearly so. This will make Charon very very tough in the early game. Go talk to Abraham Washington to get his quest, go talk to Sydney who is waiting where he sends you and don't complete her quest. You now have a very nice group. Baby sit her as she will die if you're not careful. I recommend talking to her when she gets to approximately 50% HPs and give her stim packs. She will use between 5 and 7 to get back to full from 50% down.
2 stealth boys will get you the Sneak bobblehead as long as you're careful at low levels. At later levels you can just kill the Yau Guai of course. 1 stealthboy will get you into and out of the Deathclaw sanctuary for the Endurance bobblehead at low levels. Finally you can use a stealthboy to sneak past most, if not all, of the Lurks to destroy Harolds heart. In all 3 cases it is best to leave your followers at the entrance ( or just leave them in Megaton until you're done )

Head north to Vault 108
-Get CHARISMA bobblehead
Head north to The Republic of Dave

Fast travel to Megaton
Head North and a bit west to Vault 106
-Get SCIENCE bobblehead
go North and a bit east to Big Town
-Save Timebomb (40 medicine required)
-Help bring captured people home. Defend town.
-Talk to Timebomb to get lucky 8 ball (+1 luck when carried)
Head east and a bit north from Big Town to Arefu
-Get Repair bobblehead (50 lockpick required)
Travel north and a bit east to Paradise Falls

Fast travel to Megaton to talk to Moira about the android. Talk to Doc about the android as well.
Fast travel to Rivet City and talk to Zimmer about the Android. Accept the quest. Find the android. Speak to the android and tell him who/what he is. Offer to kill Zimmer. Turn in Zimmers quest (small negative Karma deduction). Kill Zimmer. Turn in Androids quest.
Fast travel to Megaton and head east and a bit south to Greyditch
-Complete quest for ANT SIGHT quest perk
Fast travel to Scrapyard and head north and a bit east to Greener Pastures Disposal site
-Get AGILITY bobblehead
Head northwest to Oasis
-Talk to Sapling Yew about Harolds fears (must pass speech check)
-Kill Harold for BARKSKIN quest perk
-Talk to Sapling Yew for Yew's Charm (instant, permanent +10 speech)
Fast travel to Vault 106 and head southwest to Evergreen Mills

Head west to Rockopolis (banners are on the rock that is the entrance) Sometimes ghouls (not feral) are out front as well.

Head northwest to Yau Guai Tunnels

Head south and a bit east to Dunwich Building

Travel North from Dunwich to WKML Broadcast Station walk off the ledge behind the station to the sewer entrance

Head west and a bit north to Deathclaw Sanctuary

Head North and a bit east to Ft Constantine

Fast travel to Rivet City to start main questline and follow it.

*** I added all the Bobbleheads @ level 1 because there is a mod that allows for them to be waiting outside Vault 101. If you use that, this will reflect what you would see level to level perfectly. If you play normally, as I do, then you're going to have to pay attention to how much you spend until you get the bobble heads. Still it's a small thing to micro manage and ultimately you will end up having many many books extra laying around in your apartment.
