Echo Blackwell was a survivor of Vault 99, and escaped the vault after nearly everyone else in the vault died from an experiment gone wrong. Echo was trying to simulate a small nuclear explosion, when the results were a lot bigger than he expected. The only survivors were Echo and 2 others. They formed a group, but eventually split up after one died. Echo now wanders the Wastelands hunting and studying various species of mutated animals. He's always got a few RadAways on hand!
