I designed this build so you may play the game organically (not having to hunt down books/bobbles your character would not know about) but still be able to achieve a maxed-out or perfect build. The order of the perks and skills is important below level 10 (due to the quests nearest you and the most likely weapons available) but gains some wiggle-room after that (particularly in regard to the placement of Demolition Expert and Iron Fist). The skill point placement may be modified if you pick up books or bobbles along the way, just use skill points in this build as a target minimum for a particular level. Example: If the build requires a 53 in Small Guns at level 16 (it does) and you found 2 'Guns and Bullets' books prior to to level 16 you could spend an extra 4 skill points elsewhere.

I bypass some of the Perk prerequisites by using a glitch in the leveling process where you can assign enough points during a level-up to unlock the Perk, accept and move on to the Perk screen, pick the Perk you just unlocked and then go back to the Skill assignment screen and re-do your skill points while still keeping the Perk.
A good example (in this build) is the Cyborg Perk on level 15. The Medicine Skill is at 53 and the Science Skill is a 50 during level 14. Upon level-up to 15 the character is allotted 17 Skill points. I assigned 7 to Medicine and 10 to Science, selected the Cyborg Perk and then re-did my Skill points to add 16 to Energy Weapons and 1 to Big Guns.
