This is generally how I play Almost all of my characters. Sneak becomes so useful when you start to play on very hard. Barter is always nice at a decent level early on to gain caps a heck of a lot faster. Only thing I don't usually do is skip maxing out small weapons. I always regret doing it since most of the small weapons are pretty weak by the time I get access to Harkness' plasma rifle. The big guns skill is maxed because I feel so bada** when I get the Gattling Laser :)

Ahh... I suppose Ant strength would have been better since I've maxed out energy weapons before I added the perk :(
