This is a rifle centric build that makes use of VATS by taking advantage of all the VATS enhancing perks. It also has excellent unarmed potential with Paralyzing Palm, Ninja and 3 ranks of Iron Fist. With a deathclaw gauntlet damage is astronomical when attacking from stealth.

The bobblehead and quest perks are taken in a logical and efficient leveling path and make this build unstoppable from the mid levels on. It should be noted that several bobbleheads are a grab and go deal which is why you see several grouped together on some levels. When I ran this build I didn't start the main quest line until I had completed The Pitt ( right at 19 1/2 or so ) I finished Moiras quests right around level 22 and then went on wanderlust and completed all the quests I could find out in the wastes before returning to the main quest line to wrap it all up. 3 Dog had a ton to talk about when I was through :D

This build shows several skills at 100 without using books. I only did that to show the skills that I find most important to this build. The reality is that every skill will be 100 when you use the books you will find along the way. The "extra" points used in the 100 point skills will be pumped into other areas as you need them during game play.

Pumping speech is critical early on as Charisma is only a 1. If you let speech slide with this build it will have a very negative impact unless you like reloading many many times per conversation trial. I personally can't stand wasting time in that manner so boost speech hard. It's not like this build doesn't have the points to spare ;)
