This is a flexible playstyle that can be slow at first but dominating even before lvl 30. Skills really don't have to be raised above 70 due to the books you will find but you still have to put them somewhere. Start with an Intelligence of 3, then right out of the vault go to Megaton to get it on your pipboy map, then straight to Rivet City Science Lab for the intelligence booblehead. This is a must so your character will be able to get educated and comprehension as soon as possible. After you obtain the booblehead, fast travel back to Megaton and start questing. The easiest route to Rivet City by far is going pass Super Duper Mart to the river. Then follow the river to the right all the way towards the end of the Jefferson Memorial. Then swim to the Memorial from the back then to Rivet City. You will get some radiation but nothing you can't get rid of later.

Another note: I didn't want to raise my stats to 10 because of the gear I normally wear increases those stats to 10. I could have easily raised those stats not being modified by gear to 10, strength being the main one I am thinking about only because of the extra weight I could carry. I tend to keep one of every weapon in my inventory, usually the best "named" weapons in the game. You never know if when you will run out of ammo for a particular weapon so I keep one of each.
