Jelena is designed to be a powerful stealth/sniper character, without having to find every skill book or powergaming her by rushing to Rivet City at Level 2 or waiting until Level 30 to collect the SPECIAL bobble heads. She makes for a powerful solo character at all levels. I rarely use followers with her since they tend to charge into the fray while she's sneaking around trying to get a clean head shot. Note that I played her up through Level 20 with no add-ons, so all of those DLC quest perks were listed at Level 21, although they would probably occur in a different order if played straight through.




Armor: Ranger Battle Armor / Ledoux's Hockey Mask

Weapons: Ol' Painless, Lincoln's Repeater, The Terrible Shotgun, A3-21's Plasma Rifle, Victory Rifle, Silenced 10mm/Dart Gun

Other: Magic Eight Ball, Yew's Charm, Various +Skill gear that can be swapped in for certain situations.



Skills: With a 9 INT, she's able to max out her skills without having to find a huge number of books. I added 10 books per skill at Level 20 rather than trying to remember what levels she actually read them at. 130 books is fairly close to the number she actually read by Level 20 just playing the game normally and not specifically hunting for them.

Primary Initial Skills are Small Guns and Sneak, followed by Repair. Next in priority come Science, Lockpick, and Speech. Explosives and Medicine are increased moderately in the low-mid levels for quests (Timebomb) and just to make life easier. In the mid-levels, some focus was put on Energy Weapons as they became more available. I try to increase the skills to 70-75 through leveling, with the expectation of +10 from bobble heads and +20 from books. Speech and Small Guns also get +10 from items, so these can be about 10 points lower, although with small guns and sneak I may go a little bit higher so they max out earlier. There are still plenty of skill points to max out by level 30.



Perks: I'm pretty happy with the skill selection, although there are a few levels where there just wasn't anything great:

Level 3: I took Black Widow, which is fairly useful, but for a male character I would probably recommend either Intense Training or Gun Nut to get the Small Guns & Repair skills up more quickly.

Level 7: I took Gun Nut here, but it's not really all that necessary at this point. Gunslinger would be a good perk here, but I rarely use 1 handed weapons.

Level 11: I find Scrounger to be a very useful perk because otherwise I always seem to be running low on the rarer ammo, specifically .308 and .44. With scrounger, I almost never need to even visit the vendors.

Levels 23-5, 27-9: These perks are, IMO, the best of the rest. I passed these over for more useful perks in the lower levels and chose them because there were no have to have perks left. Feel free to substitute in more 'fun' perks like Law Bringer or Bloody Mess.

Jelena, due to the number of books, boobleheads, and skill points you get during the game, your starting Intelligence doesn't have to be higher than 3. Once you get started and obtain the Int Booblehead from Rivet City, you are good for comprehension and educated perks. My build Jackoaltrades reflects this.
