I created this blueprint to build my almost perfect character. The reason I say almost is it differs slightly from the Fallout 3 guide created by Absolute Steve. I am currently at level 25 and I will just say LadyEvil is unstoppable with a one shot sneak kill on almost every enemy using Dogmeat as a distraction. I designed LadyEvil to have a high speech skill early on to save time from reloading failed speech challenges. Also waiting until level 30 to blow up Megaton (I prefer Tenpenny Tower) gives me 3 more perks I would otherwise need to use on Intensive Training. No skill books were added in this build to emphasize the precise leveling of each skill. Bobbleheads and other perks (ie: Ant Might) are for reference. The can be grabbed anytime.

If you are interested in using this blueprint, your SPECIAL must be set exactly in this build otherwise you miss out on some great perks. Upon leaving Vault 101, swim to Rivet City immediately and grab the Intellegent Bobblehead. Save your game often, especially before a speech challenge, then reload and try again until you succeed. If you prefer to live in Megaton, simply disarm the bomb. If you choose to blow up Megaton before level 30, complete the Wasteland Survival Guide first. You will also need to replace 3 perks with 3 ranks of Intensive Training before grabbing the Strength Bobblehead. I would suggest Swift Learner, Chemist and Chem Resistant. The Education perk provides an extra 78 skill points over 26 levels. Unless you wish to redesign skill point distribution and search for more skill books to compensate, this perk must be taken at level 4.

Just remember there is no right or wrong way to build a character. The only goal is to have fun doing it. After all these years, this is still my favorite game.
