This build was at first to have the ability to use Speech and CH for everything, because I wanted my "vampire" character to be that way. I made sure to get leveling perks such as Swift Learner, Educated, and Comprehension early (although you should not use any skill books until level 30, if you want perfect stats). After that, I mainly focused on personal perks, mainly involving speech (Black Widow, Child at Heart) or looting (Fortune Finder, Scrounger). Then I got into my "vampire" perks like Cannibal and Night Person. I included at level 10 you should have some of the quest perks, such as: Ant Sight, Hematophage, Rad Regeneration, and Survival Guru (even though this website does not have Survival Guru on the list). Then I worked on getting most of my skills up to 50 (or higher, like Sneak, Lockpick, Barter, and Small Guns). Followed up by reduction of damage and radiation (even though I have Rad Regeneration). At 20, I included all the DLC quest perks (except Power Armor Training you can before it, but I didn't get it until I was between 10 and 20 in level). I didn't find a lot of DLC level perks useful so I went back and picked up some Animal Friend, Toughness, and Strong Back. Then I had to get some AG, so I went into Intense Training. Got Silent Running and Light Step after words, followed by Puppies! for companion exploit and ended it with Almost Perfect. At this point (level 30) almost all your skills should be 50+ (except unarmed) and some maybe even already 100. And you should have 10 CH and 9 of everything else. At this point, I hunted down the bobbleheads to get perfect SPECIAL and to get most of my skills into the 60s or 70s (except a few maybe 80s or even 90s) and unarmed should be about 50s. At this point, just use all the skill books you've been hording and you should have perfect skills (100 in all of them, even unarmed). If you believe there are not enough books in the game to get perfect skills, then please take the time to realize that there are over 324 books throughout the game, not including DLCs. Comprehension doubles that, making 648 skill points to gain. Don't forget to include that these books can respawn after a certain amount of time has passed since you looted it.
