Animal Friend is there just to reduce unnecessary ammo expenditure. I can absolutely be traded out. I understand I can use melee weapons instead of a gun but I can't be bothered, personally :P
If you mod you can get all the bobbleheads just outside Vault 101 in a chest. If not the primary bobbleheads can all be gotten by level 6 without trying too hard. The only real focus would be to get Intelligence @ level 2 which is easily done. That way you maximize skill point gain. In any event the bobbleheads were given at level one to allow me to make the correct skill point placements for the build without going over. Just follow the point placements as given, more than likely the books you find will have pushed you over the needed points for each break point anyway.
