With the 8 Ball Luck is a 10.
With the Yew's Charm your speech will be 70 not including books.
With comprehension your prime skills will be 100 ( Small Guns, Sneak, Lock Pick etc. )

I feel this is the best way to get the most skill points in a level 20 build and still have a very strong character.
