Level 1-9 - Now meet all skill/SPECIAL requirements for perks such as Robotics Expert, Cyborg, Silent Running, Concentrated Fire, Quantum Chemist, and Demolitions Expert. At level 10 this allows a person to meet the requirements for Pyromaniac as well, plus put +10 into repair or start working on the requirements for Ninja (though the former is what I personally prefer). With skill books and minimal fighting (when gathering the books) it's possible to meet all perk requirements with the character by level 12-13.

Final level 30 perk is obviously Almost Perfect, so leave the SPECIAL bobbleheads until after you've acquired the perk. Action Boy/Girl (+25 AP) is used with tribal power armor (+15 AP), Ledoux's hockey mask (+25 AP), Jet (+30 AP), Ultra Jet (+40 AP), Nukalurk meat (+10 AP, only 10 exist if saving/reloading to get them all so use sparingly), Nuka-Cola Quantum (+20 AP), Mississippi Quantum Pie (+20 AP) and perfect agility to attain 248 AP.
