and to complete the main story line around 25 or so, giving you a well flushed character to explore the rest of the Wasteland with. Like another builder I use VATS for melee almost exclusively so didn't invest too heavily in it ( although I didn't ignore it completely either ).
I wont put spoilers just look up the locations of the things on the wiki if you don't know where they are and want to follow this build. It is set up logically in that it goes to an area and gets the bobbleheads and/or side quests w/ quest perks before moving on.
As you can see I didn't use books in this build. It will EASILY reach 100's in every single skill by level 30. Knowing that, you can see that as you read books you will have points that can be moved around as necessity dictates during actual game play. The build, therefore is a guide to help you reach specific skill point goals to get perks as they come available.
Finally, the rad perks can be exchanged for something else without hurting this build in any way. I've used many things in their place but like the rad perks for exploring the world post main quest line and post 29 when you have the exploration perk to find all the things you missed.

Additional info: It only takes 52 books to max out the skills for this build. That can happen as soon as level 14 if you know where to look and don't mind taking a few bad karma hits along the way.

When doing Moiras Wasteland Survival Guide I opt for the snide (all bottom choices)approach getting the +3% to critical hits. It's not a game changer but I enjoy a decent crit chance (figuring in certain other perks along with a high *with the 8 Ball*, and eventually max'd luck) with sniper rifles from range or sub machine guns in close. A viable and advisable option is to go with the St/En choices to get the +6% DR.
