Level 2 : Go to Megaton and pick up the bobblehead then go STRAIGHT to Rivet City DONT LEVEL UP!!! then pick up the bobblehead and return to Megaton and level as normal.

Level 10 : Go and complete operation anchorage and get the power armour and continue with side quests.
