NEED 75 LOCKPICK:
75 - 5(V101Suit) - 10(mentats) - 2 (+1PER hat) = 58. You will get 58 in a sec when leveling up to level 4. For now, go halfway there and get 48, you will be getting a lockpick bobblehead v soon, which will make it 58. Don't put ANY more points into lockpick once you can make it a temporary 75 with these boosts.

Dump rest in Sneak and Repair (no use to shoot anything just yet, hold off on SmallGuns, you need repair more now to lessen load when looting/hoarding loot from BigGuns + Science skillbooking)

NEED 100 SNEAK:
100 Sneak - Poplar's hood = 90 - ChStealthArmor = 75 - Lag-Bolt's Shades = 72 - 24(x2, so 48 pts) skillbooks = So, there is never any reason to train past 24, but we need high SNEAK for Operation Anchorage Reverse-Pickpocketing.
Equally distribute rest so SNEAK = 38 and REPAIR = 38

STEP 1: Right after getting INT bobblehead, start Zimmer's quest right there in the lab, start Abraham Washington's quest, save before talking for possible speech xp (don't remember if there even is one, but just in case ("JIC-speechsave"). Run out and fast travel to Grayditch.

STEP 2: Do second speech challenge on Bryan Wilks (anything extra to help me out), kill all ants, loot EVERYTHING, even food - you got the STR for it.
Do his quest (kill ant queen, SpeechSave Doc Lesko BEFORE for "serious incentive" (suit), SpeechSave AFTER [because you killed the ant queen on v hard difficult for the massive xp), kill him and take his coat if he doesn't give it to you. Unsure if he keeps his word about the suit, even if you passed the serious incentive speechcheck as well as the post-quest "it was for the best" option... (+10 SCIENCE! WOW!....even though unlimited skillbooks...).

Don't worry about his terminal. If you'd like, you can get it later (read minimum SCIENCE 40 note at very bottom in "LEVEL 4 AND BEYOND - Step 1c").
Get ANT MIGHT (+1 STR) as quest reward.

STEP 3: This is where I leave you for now. Go rek Megaton. First run to Moriarty, speechsave for more caps, run Saloon back entrance (v easy lockpick), immediately after entering run to Gob and be nice (speechsave him), run back to cabinet other side where Moriarty is standing, unlock but DO NOT LOOT THE PASSWORD). Talk to Moriarty (Save first!!!), speechsave him, but first learn about the junkie that owes him caps, exit dialogue, run to Nova (speechsave to learn about the terminal), return to Moriarty, speechsave once again ("300? what the hell?"), then run to top floor and do all locks except average one.

STEP 4: Speechsave Mr. Burke, learn about local junkie from him, start Lucy's quest and run upstairs to the average lock.

Do these steps quickly:
(Wait until midnight or 1AM or so)
Pop a mentats, pick the average lock, jump downstairs and run out. Run short distance left, start Walter's pipes miniquest, go to bomb and disarm it. Run to Moriarty's house, pick average lock (steal STR bobblehead), run to Moriarty and get reward, run to Craterside Supply fridge (outside of door), jump down level by level to pick Jenny Stahl's average lock (fridge outside), head inside and hack terminal (easy), learn more about junkie Leo from terminal, steal caps from safe, run to Doc Preston, loot the whole place and speechsave him for local junkie rumor (NOT medicine choice - that gives 0 xp. The other choice..)

STEP 5: Repair pipes, get reward from Walter and give him your scrap metal. Return to Moira and speechsave her about holotape. Pick Jericho's and Lucy's doors (and loot the places).

HOPEFULLY after all this, you're level 4, in which we move on in a much much looser way, depending on how you'd like to play.

STEP 1a:
I will be immediately running to Shalebridge and getting 100 science (well, 90 for now since I'm carrying Doc Lesko's Suit (+10 SCIENCE), and I'm sure to find books along the way to get me to base 100 I only really need 5 with Comprehension perk we will be taking at level 5 - NOT level 4.
Level 4 is ALWAYS "Educated" for +3 more skillpoints per level-up.

STEP 1b:
Then I will run to Bethesda offices and get Big Guns to 100. Yeah, it'll take a while. But I want to get this over with now and hopefully the xp from constant raiders (hurt on v easy mode, kill on v hard mode), will boost me a couple levels, if not even 1 level. Loot all bodies all the time, I think there's even a safe and terminal in there, and GET THE LOCKPICK BOBBLEHEAD Don't forget it, because it is in there.

Step 1c: Run to get the following, in this order preferably:

Big Trouble in Big Town Quest (for +1 LUCK lucky 8-ball) (+3 all stats)

Finish off Moriarty's Terminal (hack it if possible that you leveled up by now for the xp [50 SCIENCE - Doc Lesko Suit (40 Science minimum needed)]), continue story to meet Three-Dog and reverse-pickpocket his Shades (+1 LUCK) and HeadWrap (+1 LUCK) (for total +6 to every skill)
Run from closest Fast Travel point to get LUCK Bobblehead (Within closed off Arlington Cemetary in lone house only accessible through "Arlington Metro" SSW of Wilhelms Wharf and ENE of Grayditch. (final +3 to all skills, LUCK is MAXED at 10 now.

You should have leveled up another 1-2 times by now. As far as perks go, Intense Train END to 9 as fast as you can (ie no other perks) (and bobblehead will make 10), ONLY after getting Educated at level 4. SO: LEVEL 5 should make END 3, thus LEVEL 11: END 9. Go get bobblehead to make it 10. Meanwhile, if you're way far away from level 11, do below step 7OA.
If you are within two levels of 11 (and thus "maxing" END at level 9), do step 7a below.

Step 2a: Either start Operation: Anchorage and spend eternity reverse-pickpocketing/gauss-rifle disarming/a heck of a lot of exploitable glitches you should definitely look up and know for unbreakable items, infinite ammo, etc.)

Step 2b: Go Meet Eulogy Jones, speechchecking everyone and looting everything you can (not people). Get his hat (+1 CHR), and with Three-Dog's HeadWrap (+1 CHR), along with the soon-to-be-found-after-getting-100-lockpick-and-doing-underworld-ghoul's-quest-for-T51b-armor (+1 CHR), you can finally be at 9 CHR. Go get bobblehead and this is now 10.







Let's recap the MAX SPECIAL, whilst wearing/performing Chinese Stealth Armor Glitch:
S: 8 +1(Ant Might) +1(bhead) = 10 MAXED
P: 1 +1(Pre-War Cap) +1(Red's Bandana) +1(Shady Hat) +1(Sheriff's Hat) +1(Stormchaser Hat) +1(Enclave Shock Helmet) +1(Outcast Helmet) +1(Chinese Commando Hat) +1(bhead) = 10 MAXED

E: 2 +7(Intense Trainings) +1(bhead) = 10 MAXED

24 books = 48 points, so no reason to train anything beyond 100-48 = 52 (in general terms, speaking super super hypothetically right now - and some even have 25 for 50 pts max, but I digress)
and levels 4 to 30 is like: 23 points per level * (level 30 - level 4) = 23 * 26 = which is 598 points.
With 26 skills (hypothetically at level 50), that leaves 50 * 26 points to get to 100 = which is 1300 points. but remember: we have SCIENCE at 100, and BIG GUNS at 100, so deduct 200 (100 from each) from 1300...

1100 points to max, with 598 points available to spend (without using perks for useless +5's). This also is assuming each skill started at 0, which they definitely didn't. Luck being raised from 6 to 8 [with the 8-ball and bobblehead] gives at LEAST 6 points to every skill, so take that out, too before doing any more math:
1100 - (26*6) = 1100 - 156 = 944 points needed.

But wait, we started out the vault with skills raised, as well as three of them being tagged, they were not all absolute 0! Let's calculate those (inefficiently, because I'm just really really drunk right now):

Medicine bhead (tutorial) = 10 points
We raised Lockpick 16 points by now, explosives 8, sneak 2 and repair 2.
oh and don't forget the bobbleheads along the way to 30, aside from luck which we calc'd already (6 bheads * 2 points each skill = 12 more points we can deduct)

That's a total of 42 more points. 944 - 42 = 902 points needed to max

finally the starting skills can be deducted:
17 barter
7 energy weapons
7 explosives
22 lockpick
35 medicine
21 melee weapons
25 repair
36 small guns
36 sneak
17 speech
9 unarmed
+______ for a whopping =
232 points we don't need to care about! subtract this from 902 and you get...
670 points needed from (almost/hypothetically/virtually) 50 everything to 100.
598 points from levels 4 to 30 will get you just about almost there. the difference is only 670 - 598 = 72.

Well 72 is nothing compared to the boosts and headwear and....
oh shit I forgot the bobbleheads from each skill....

26 skills - medicine - SPECIAL bobbleheads because I'm too lazy and drunk =
at least 250 more points not needed to be hoarded and/or dumped unto skills. Let's just say 200 to be conservative and to prove my mathematical final point below:

670 - (598 + 200) = well over the limit. You can literally raise all skills to 40, find the books, and get the bobbleheads and you will be at max 100 every skill. The only skill worth raising high up there is lockpick, small guns, and sneak. Repair should be secondary concern to raise to 100 ONLY after achieving 100 (boostable) lockpick and sneak with the Chinese Stealth Armor. You can pay Haley (glitchable) from Point Lookout to get 100 repaired items, as well as Somah from Mothership Zeta who has repair 100. Also Epoxy from Mothership Zeta repairs 15% to 30% condition and they're infinitely gatherable. So - again - repair not so necessary in mid to late game/mid-late leveling.

And that's how I maxed SPECIAL and skills to 10/100 without Almost Perfect and waiting to collect bobbleheads after literally doing everything else in the game.

Just pretend BIG GUNS and SCIENCE is 100 because of the unlim. skillbook glitch.
