Starting off slow with this character, leaving all Bobbleheads til after "Almost perfect" perk, not raising any SPECIAL above 8. This gives perfect 10 stats at the level cap; with skill books and bobble heads plus 21 skill points per level after level 4 all skills can be raised to 100 as with my current character. Created this character for RP purposes plus general love of all Flamer-type weapons. If ammo is scarce in earlier levels Unarmed will be a usefull alternative, and with a higher-than-average endurance this cha. can tank most hits. Initially the focus on raising skills will be solely on Big Guns and Unarmed, raising Explosives to 25 at Lvl 2 to disarm the Megaton Bomb. First perk taken will be I.T, point going into Endurance.

A couple of things first. If you going for perfectionist, then this is good. If you are trying to be efficient, this isn't it. I have played FO3 several times with different characters. You only need an Int of 4 (with booblehead) to raise your skills to 100 without wasting skill points. A higher Intelligence only gets your skill points sooner and then makes you waste points when you find the books or when you lvl later. You also waste stat points because of certain armor you wear will give you bonuses to your stats. If you are wearing Rileys Rangers Armor and Lucky Shades, you get a +2 bonus to Luck which is wasted if you have a Luck of 10 already. This is just an example though as you might not even wear the Ranger Armor with the Shades if you're Luck is at 10 anyways. These are just suggestions because your playstyle differs from mine and a perfectionist character is still self sufficient.

Suggest a better alternative distribution for the 4 unnecessary Int. points in that case.
Also is your claim of an Intelligence of 4 to Max out all skills based on the assumption that ALL skill books will be collected? Because I'm hopeless at finding them, therefore it'd be difficult for me to max them out without a high(er) Int. As for the wasted stat points of armor, I won't need the effects having perfect 10's thus I am free to wear whatever I wish without being bound by the requirement of effects. :) Thanks for the feedback.

Yes, it is assumed that you will get SOME books for your skills but not ALL. Just explore and you will find them if you dont want to search the internet for their whereabouts. If you have the comprehension perk, every book gives a skill an increase of +2. You only need to find about 10 books on a particular skill to raise it +20. Thats not hard to do because there are around 30 books for each skill scattered about the Wasteland. I am also assuming you are not worried about some skills being raised, like bartering, speech, etc. If your goal is to get every skill to 100, then you should be finding out where each and every book is located via the internet. Go to Fallout3wikia, its there.

I wasn't refering to the requirements of effects. I am refering to the bonuses armor and headgear give you when wearing them. Like some armor gives you +1 Luck or a helm or hat giving you a +1 to perception. If you know what armor, helm, hat, shades, etc. you are going to wear at your max lvl, don't raise those stats above the bonuses you will be receiving from wearing them. You can't raise a stat above 10, so any bonuses from wearing those gear will be wasted.
