My perfected build. No skill books used.. any non-100 skills are brought to 100 using equips at the appropriate times

This build assumes that you have access to all of the DLC and that you don't mind making a trip to Rivet City at lvl 2, saving Megaton, or repeatedly playing through Operation Anchorage from levels 4-30

Barter: Roving Trader's set (hat + outfit = +10)

Lockpick: Lag-Bolt's Shades (+3 Lockpick, +3 Sneak)

Medicine: The Surgeon's Lab Coat (Red Racer Facility +10)

Repair: Workman's Coveralls (Point Lookout +10)

Science: Lesko's Lab Coat (Ask Lesko for an incentive +10)

Speech: Yew's Bear charm, Naughty Nightwear, Button's Wig (+30 total)

Update: Only necessary quest perks were added to the list..
Covert Ops could be taken to eliminate the need for the LB shades
but it shuts off access to Operation Anchorage replays
(At lvl 30 the only advantage of playing OA is the ammo you can take from the sim
or just for the fun of it)
