The tag skill i have choose to start the character i use for almost EVERY build make. i tag them because there important skill to have at the very beginning of the game, and tagging them allows for you to have them first AND THEN train what important for your build without having to worry about them. i will also explain why have taged each one.
barter: considering that charisma is at 1, barter automatically goes to 7. having 7 barter will screw you out of every deal, so its best to tag this one. in fact tagging it makes it high then it would have been (22 rather than 15) had you left charisma alone at 5.
medicine: with your intelligence at 10 as well as picking up the medicine bobblehead thats in the tutorial (no reason not to pick it up) you'll have a medicine skill of 40. tagging the skill brings it up to 50, and having a decent medicine from the get go ensures you get the most out of every stimpack (which should give 60 health with 50 medicine).
lockpicking: tagging lickpick will makes it go over 25 wichi will allow you to pick easy locks. again, this is good to fire and forget so that you can open more locked whatever the container might be. it should bring it to 32 if you follow my special point allocating, which can easlly be put to 50 in a single level, again making you able to unlock more thinks.
the way i have set up this class you can be either good OR evil and it does not matter. i have preadded all the quest perks that you get wether or not your good or evil. although it is important to follow these rules on the subjects of morality and quests.
Rules
Bobble Heads: dont pick up any bobble heads for the S.P.E.C.I.A.L.s, only pick these bobble heads after level 30. BUT pick up any of the other bobble heads when ever you like. all the bobble heads that are not specials where added to the planner at level one so that if you follow the point allocation perfectly, it should make each skill go to 90 without bobble heads. this way,again, you can get them at your own pace.
Blowing up Megaton: you CAN blow up megaton if you wish, but follow these rules if you wish to do so. first make sure for that you DO NOT complete the quest Those. the quest those had 2 choices on quest perks and one is plus 1 strength, so use that for after you reach level 30 instead of the strength bobble head. also make sure you complete all of the wasteland surviver guide quests stages in what ever manner you wish, or just save load the speach check to end the quest and get the dream crusher perk. although you i allow for complete quest choose i do recommend for optimal strength do go with the dream crusher perk (but make sure you do the radiation part of her quest first). also on the quest oasis i recommend killing the heart of harold to get the barkskin perk, but i have left it out of the planner because morality is involved.
Optional Perks.
the perks that i have added that are optional are as follows. quantum chemist puppies, and adamantium skeleton. although i do recommend that they are picked, they are the weakest one and for whatever reason you would like a that i dint perk that i dint choose, there are 3 open for you.
