The Seeker is the culmination of 100s of hours playing this wonderful game. A few things need to be explained about this build so that it is clear why I excluded certain perks.
I am a FPS player primarily, and while I enjoy VATS and it's usefulness to slow the pace of the game when necessary I only ever use it for melee combat. It's usefulness when in hand to hand combat cannot be overstated. It is as near a cheat as can be used without using one. 100 sneak with a Deathclaw glove, Paralyzing Palm, 3 ranks of Iron Fist, Ninja, Grim Reapers Sprint and Better Criticals = completely safe and devastating death dealing. To really make it unfair use a stealthboy and the silliness really comes through. You can attack at will and they will never attack back. Since you get all your VATS points back after a kill you can clean entire rooms of mobs in this manner if you are close enough ( and you can get close enough with the melee VAT port trick ).

Bobblehead (Medicine) ~ Vault 101
On Dads desk in vault 101 clinic

Level 2
Bobble head (Intelligence) ~ Rivet City
3 squares south and 5 squares east of Megaton physically. The safest way is to go 3 squares east to the river and swim south till the Jefferson Memorial then go overland 2 squares northeast to Rivet City. Don't worry about the radiation as it wont come close to killing you and as a matter of fact it will make completing Moiras Rad quest easier. Pick that up before you leave Megaton.

Level 3
Rad Regeneration ~ Quest Perk - Megaton
This perk is gained by exposing yourself to Critical Radiation Poisoning (600+ rads) for Moira's Wasteland Survival Guide. Drink the water by the bomb ;) After the turn in pick up the Minefield quest from her.
Bobblehead (Perception) ~ Republic of Dave; 11 squares north and 7 squares east of Megaton

Do the Minefield on the way back to Megaton. Get the sniper rifle from the nutjob nearby. Head south of there and find Dogmeat in the scrapyard.

Level 4
Dogmeat ~ companion - 2 east and 5 north of megaton
Bobble head (Lockpick) ~ Bethesda Ruins. They are found three squares north and two squares east of Megaton
Bobblehead (Repair) ~ Evan King's house in Arefu; 3 squares west and 5 squares north of Megaton, up on the bridge ( You need a 50 lockpick skill to get this )

Level 5
Bobblehead (Science) ~ Vault 106; 2 squares west and 3 squares north of Megaton

Level 6
Bobblehead (Speech) ~ Paradise Falls; 2 squares west and 7 squares north of Megaton

Level 7
Barkskin ~ Quest perk – Oasis; 12 squares north of Megaton or 1 square North and 7 west of Republic of Dave

Level 8
Ant Sight ~ Quest Perk – Greyditch – 2 east and 1 south of Megaton

Level 9
Bobblehead (Small Guns) ~ National Guard Depot; one square north and seven squares east of Megaton
Operation: Anchorage! DLC ~ Bailey's Crossroads
You get there through Bailey's Crossroads Metro Station. It's a plain door in the side of a concrete foundation adjacent to the Red Racer Factory, on the far southern end of the map, to the west of the Potomac River.

Bobblehead (Sneak) ~ Yao Guai Tunnels; nine squares west, one square north of Megaton

Level 17
Bobblehead (Explosives) ~ near WKML Broadcast station south of station in sewer; The station is 5 squares west and 8 north of Megaton
Bobblehead (Big Guns) ~ Fort Constantine's CO Quarters; four squares east and one square south from the northwestern-most square
