Almost Perfect
Even without that mod this build is completely viable. I can have all the bobbleheads in the game except the Energy Weapons one by level 6 easily and I have had them all as early as level 4 if I let Dogmeat tank everything. It's even easier if I get Charon and Sydney in my group asap.
This build will pass every speech challenge in the game as well as every skill challenge.
It has mid 90's in every skill without any books taken so obviously they will all be 100s WITHOUT comprehension.
