Very stretched out build. Has a nice base for a small guns/scavenger but needs better lockpick, speech, and a few perk changes. Get rid of here and now, there's a ton of better perks out there. Unless you do use water sources for a noticeable majority of your healing, lead belly is a "there's absolutely no other perk to take" perk. Other than that, looks good so far.
