This is basically a character I'm playing/planning a bit better than what I usually do (which is to say, I wing most decisions). No, I am not getting "Almost Perfect". No, I don't care about maxing all skills. I feel both those things make the game less fun. So if you have a comment regarding maxing skills or stats, move on to a build that cares. That said, I may take No Weaknesses simply to boost Charisma up four points without using Intense Training for it, if nothing better comes along. Even then, I'd have to be really out of ideas for a perk for the level that's available, so it may not happen (I can always increase Speech if I have to).

I'm not certain how having higher skills makes the game "less fun" as that is really counter to what really happens. Higher skills = less frustration and more freedom to complete an area and move on. I would agree that the grind to get them higher can be tedious if you haven't got at least a ghost of a plan in mind. :)

A few pointers that might help you and are beneficial to any Fallout game are these.

Get LOCKPICK to 75 ASAP. This serves several functions.
1.) 75 gets you into 99% of the locks in the game.
2.) Opening locks gives a nice, steady exp. gain.
3.) You can open the locks and move on as you find them. You don't have to go back ( good luck remembering where it is again! )

Getting EXPLOSIVES to 60 by mid game is a good plan. This will let you disarm those irritating baby carriage bombs. This will also serve the same purpose as LOCKPICK in that you will get items and exp from doing it.

In the same vein you would like to get REPAIR to 45 ASAP (and higher reasonably soon) This will allow you to disarm 99% of the traps out there except the laser traps in raven rock but most importantly the shotgun traps. That will give you exp as well as the excellent combat shotgun and ammo.

A perk to avoid is PUPPIES. It's bugged and isn't worth it at all.

A perk to consider ( and it is somewhat controversial among builders ) is SIZE MATTERS. I like it for several reasons. First it gives a hefty +15 per rank ( 3 ranks possible ) which does two things for you immediately; makes the use of a Flamer so over powered it's silly ( and is the very best thing to take down Mirelurks or Boss type mutated baddies, bar none ) and it lessens the burden on your OTHER skills markedly by cutting your book needs by 45 ( FORTY FIVE!! ) at rank 3. This is superior, in my mind, to comprehension as you are not required to search for books at all and it boosts a very desirable weapon/damage type.

Beyond that it's pretty tough to mess up a character to the point of making the game unplayable. It's my favorite game series, probably of all time. If you are at all curious about a build that is meant to allow the most flexibility to the player in the game ( from my perspective obviously ) I would point you to my Dreamstalker build. It's well rounded and meant to experience and complete all the content in the game.
