This is my ā€œ1337ā€ character that I’m currently making in Fallout. All of the skills are at or above 90, with the exception being Big Guns, because of the current glitch involving the raider that drops the book respawning indefinitely. Other then Big Guns, all that is needed is just 10 books for each skill. Stats are perfect with the level 30 perk Almost Perfect, and then the bobbleheads fetched afterword.

Thanks, I picked up the Rad Resistance perk only because with my play style, I don't generally use med's, and unless I'm wearing power armor, I typically don't max my radiation res.
