SInce this is a test character, I am here to give some advice. Give yourself 3 Intelligence, then immediately get the Intelligence booblehead from Rivet City. Get the Educated first, then Comprehension Perk next. With those perks, you can get the skills you need to 100 easily by reading the skills books and leveling. Also never, ever get a perk that increases skill points. Only use your lvling and books to do that. I've done it several times and it works. The first time I played, I used perks to raise some skill points (gun nut was one). It wasn't necessary and I ended up wasting points. Believe me, you will get your skill points to 100 easily.

Also, only raise any of your SPECIAL to 10 if you know you are not going to boost a stat to 10 with gear. For Example, I only raise my luck stat to 8 because I wear Riley's Ranger Armor, and Lucky Shades which raise my luck to 10 while I am wearing them. No need to waste extra perks with points I can get elsewhere.

Yes, you only need 4 Intelligence and thats so you can get the Educated and Comprehension Perks.
