A VATS heavy character meant to be used stealthily. High criticals allow for effective combat both in and out of VATS, and the endgame statistics allow for almost any play type. This built was done without the use of books, so skill books would mean the endgame skills would be even higher then what I have listed.

The number of truly useful perks run out near the end, skill boosting perks were taken to raise the general effectiveness of the build.
