Get the Ant Sight perk (the Those! quest) before reaching level 12 in order to take the Sniper perk.

Get the Lucky 8-ball (the Big Trouble in Big Town quest) and carry it before reaching level 16 in order to be able to take the Better Criticals perk. Since the Lucky 8-ball doesn't appear here, I've selected the Luck Bobblehead to increase the Luck to 6, but in practice you need to get the Lucky 8-ball and NOT the Luck Bobblehead.

Get the Melee Weapons and Sneak Bobbleheads before level 21 in order to take the Ninja perk.

After level 22, feel free to take whatever perks you want until level 30, then you should pick the Almost Perfect perk.

Get all the stats Bobbleheads after reaching level 30 (after taking the the Almost Perfect perk).

After applying the bonuses from the skills Bobbleheads (each adds +10 to the matching skill) and from reading books (+2 to each matching skill) all the skills should be maxed at 100 even before level 30.

Books should be read only after level 5 in order to take advantage of the Comprehension perk.
