Well, when you start the game, finding the books are hard. So getting 'Educated', then after a few levels, 'Comprehension', will be better. AS you can have those other levels to use the benefit of extra points, and better perks. Personally, I don't use the 'Comprehension' Perk, simply because the skills I want are already at 100. And anyways, given the right circumstances, one or two skill points into a minor skill is actually major in the long run. I would say that 'Comprehension' is a truly optional Perk. It should be up to the player itself.
