I can and did get the inteligence bobble head while still being lvl 1, it's annoying you have to not kill any one during the escape and take keys, and codes for the over seers office in the cupboards, then comes the annoying part running: to rivet city. You can stop by megaton and get the xp for discovering it without lvling and next stop rivet city, you wont lvl up with the xp you gain from discovering rivet and can get the bobble head now having 10 intelligence so you can have full stat points per lvl
