Also, i don't have the game right now, but i've played it before and this is in preparation for geting game of the year, so my plan is to put all these stats in at the appropriate levels (with minor adjustments) as i level.

if you had chosen the almost perfect perk at lvl 30 and then pick the special bobbleheads you could have gotten the special all maxed out
